Phase I Environmental Site Assessments
Phase I Environmental Site Assessments (ESAs) are a critical tool for property managers, investors, borrowers, and lenders to provide due diligence on developed and vacant properties before purchase, sale, development, refinancing, or foreclosure. Because the threat of litigation and the cost of remedial action are considerations with every property transaction, financial institutions and corporations require an ESA before making a financial commitment.
RKA’s staff conducts many environmental site assessments yearly to evaluate existing environmental problems from past operations and potential environmental problems. Phase I ESAs are typically conducted in conformance with ASTM Standard Practice E 1527 and include the following components:

Site Investigation
RKA’s site investigation (Phase II) experience includes sampling and analyzing all types of media, including air, soil, sediment and water for a variety of chemical constituents; preparation of work plans, sampling and analysis plans, site safety plans and other project-specific quality and project management plans that may be required; and developing strategies ranging from quantitatively assessing environmental and health risks to qualitatively field screening sites for potential hazardous materials impacts. Environmental Regulatory Compliance Assessments/ Audits
A comprehensive environmental assessment is an essential part of identifying and addressing environmental issues to limit potential liabilities associated with non-compliance. RKA has conducted numerous EHS compliance audits for commercial and industrial facilities. Typical assessment techniques include a facility walkthrough, a review of operations and tasks performed, conversations with employees and management, and review of available written environmental permits, licenses and program documents and training records. RKA implements integrated solutions in response to the full range of EPA, OSHA, and local compliance issues, including

Brownfields
RKA can provide assistance with a wide range of contaminated land issues including site assessment (Phase I and II ESA), risk assessment, and site remediation. We are familiar with state voluntary protection programs (VPP) such as the Site Restoration Program (SRP) in Illinois, risk-based corrective action objectives such as the Tiered Approach to Corrective Action Objectives (TACO), and are versant in grant application for Brownfields funds. We can assist in obtaining cost-cap insurance for protection during site development.
